I too believe the rake is too high. I think PS may even know that it is 'predatory' but I do not think they have much incentive / benefit to lower it except for pleasing the demographics of 2p2.
From PS perspective, I think lowering rake has few if any benefits for the short to medium term. Lowering rake would lead to fish losing their deposits slower (lost profit for PS) and a lot of currently break even regs would start marking a profit and increase withdrawals. The withdrawals themselves incur fees and the withdrew funds are lost profit. Winning players would continue to win and withdraw but at a slightly accelerated pace.
Longterm we logically anticipate that the high rake will lead to a burnout for the PLO player pool where casual players decide either to no longer deposit or play PLO. The BE regs will slowly decide it's not worth the time and stop playing at some rate. These factors hurt the 'ecosystem' for PLO. This assumes PS cannot add new fish and BE regs at the same or greater rate than that of the defectors.
Unfortunately, I think it is very hard to prove that the high rake makes the ecosystem unsustainable without the key performance indicators available to PS such as player acquisition / defection rates (segregated by WR).
