You use two cards from your hand and three from the board, therefore 83 can never make a straight.

Yes, it's known as a 'sixstraight' and is between a flush and a boat in terms of hand ranking.

Edit: I suspect this is that poster who kept asking about whether QKA23 is a straight on new accounts.
