He has a wealth of double suited hands (more often than he has, and then bet/calls, a set/two pair on this turn having checked the flop), and this is a perfect bluff card for Ace-high / counterfeited two pair.
Alternatively, you can just call on the turn w/out a redraw or a blocker (you will often have a T or a suit or a 7 w your hand here). This way, you protect the part of your range that calls turn, bets/raises river as a bluff when the draws brick.

- another thing - a lot of people on this site don't seem to bluff river jam. People call too much - so that's another thing. I would be surprised if he didn't it.
