I definitely think it's shady to make an actual agreement like this. Sometimes, though, I've sort of implicitly done this. Like if I'm on a bunch of six max tables, and I'm trying to start more, I'll sit heads up with a reg. and I'll start off trying to keep the match as low-intensity/straight-forward as possible (since I'm not really looking to add a serious hu match to my mass of tables). If he starts playing hard, then I'll start playing for real, but often times, it just ends up as an implicit agreement that we're just trying to start a 6max table. Raise most buttons, fold most bbs, play flops fairly honestly, etc. Kind of like the opposite of street poker.
