Depends what V'1s 3 bet frequency is like. If hes only doing this with KK+ then check calliing is better. If he is wide then check raising. Not sure the c bet is necessary here as you dont need to protect your hand here as you have such a massive redraw. You want weaker flsuhes etc coming in here which button might have but we lose that dead money option by leading and CO reraising
Rational for leading is it's less likely V1 or V2 has AA or KK since I block both of those. Plus, I want wraps and weaker flush draws to invest money on their draws.

As played you have to call the raise. You have 33% equity or so against a set of aces, over 40% equity against a set of kings, are basically freerolling AK and are ahead if he somehow has a set of 3s.
I like checking in this spot. When you think about the hands he can have, check-raising is almost always better then bet/calling. If he has a set of aces or a set of kings, given how strong your hand is you're going to get it in either way. If he whiffed, then check-raising allows you to hopefully get another bet out of him. If he has AKxx, then you're free rolling him. He's probably calling your lead but also calling your check-raise. And if he has a wrap (basically only AQJT or KQJT in a 3-bet pot), you can force him to make a bad call by check raising.
What if he never bets when he whiffs (only bets two pair plus and good draws) and calls a bet with some hands he would check behind (like AQJ9)?
We can get value on turn/river v. those hands (the hand you listed has 2 outs,), but if V is never going to bet when he whiffs betting obviously looks better.
