Just curious: Is it even possible for a dealer to set up (cheat) a hand in PLO when it's nine-handed and dealer is using a cut card? Having a conversation with a friend about it. Doesn't seem possible to me, but who knows? Could a dealer (mechanic?) be that good?

Yes, it is possible.

No, it is not likely in a reputable casino or card room.

Watch card tricks on YouTube to see how skillfully a deck of cards can be manipulated.

Dealing one or more second cards when a top card is marked or identified is probably the mostly likely way a card room dealer would cheat.

I can see dealing a certain card, but I can't see actually setting up a hand so that certain people get certain cards -- and then having the flop/turn come out just right to hit both of them. I'll search on You Tube, though.

I think it's improbable that it could ever happen in practice without someone noticing. Only way to guarantee a 'setup' hand would be to sneak a pre loaded deck onto the table and somehow make sure the order isn't ruined by the cut which when you consider there are 36 cards dealt as hole cards plus community cards, burn cards etc. It's very very unlikely.
