it's more complicated than "just let him walk or keep him to trade him".
- he has a 20M option next season, so the Birds either have to take the option or not take the option.
- Foles also has a buy out from it, so if he chooses to be a FA, he is a FA by paying ~2M
- they need to find a team to trade him to willing to take a 20M/1 year contract unless Foles is willing to negotiate a longer/cheaper year to year contract to either keep him or trade him
this has been muddled though - the original discussion was what do they do if Foles wins another SB, and the answer is simple: Wentz is the starting QB in 2019 and they do what they can to try and get value from Foles or keep him for cheaper than 20M.

if they trade him, the bonus money and already paid portions of his yearly salary still count against their cap. it would be a min of close to 2M. it could be more, depending on when they trade him and how much he was paid between the beginning of the nfl league year and when they trade him. whether they would still be on the hook for part of the money not paid depends on the trade they negotiate (if the nfl even does this, i'm honestly forget, i know it's common in baseball to pay portions of contracts after trading players)

ffs, it is actually both.
They would let him walk after this season because: see above
He was worth more than a high 2nd round pick last year because: the Birds obviously felt having a very good backup was worth more than a high 2nd round pick because of the uncertainty of when Wentz would be back from a major knee injury. I'm not a doctor, but when people say Wentz could still play this season compared to last year at this time when people weren't even sure he would be ready for camp - i'd say those situations are markedly different
