You can only go over the cap with exceptions, not with straight free agent signings. We can't go over the cap with Lebron/Bosh/Dwade/etc. signings.
Exceptions include:
Larry bird exceptions- Veterans who have played for your team for 2 years can go over the cap. I believe Duhon, DLee, and Nate would all fall into this category in 2010 if we choose to re-sign them.
Mid level exception- Every team gets a $5-6 mil exception every year.
Bi-annual exception- Every other year, teams get ~$2 mil. All teams will get this exception in 2010.
Rookie exception- You can go over the cap to sign a 1st round pick to their first contract.
Minimum salary- You can go over to cap to re-sign a player to the league minimum. This is usually used to fill out the roster with 11th and 12th men.
