My suggestion (in the event that an owner doesn't have a player to start for certain positions)
1st offense: fine$$ price tbd by league vote
2nd offense: Loss of 1st rd draft pick. if that pick has been traded then the next years 1st rd pick is lost.
3rd offense: Loss of all remaining draft picks
4th offense: Kicked out
pretty much same thing as what sirrawrs suggested, but a couple different edits

+1 i really think 2 bench spots and 1 ir is enough to where it wont absolutely drain the waiver wire. my other dynasty league i play in we have 5 more bench spots + 2 ir spots, and the waiver is just absolutely dead so it kinda sucks.

i think people are using the word tanking for lack of a better word off the top of our head. there is probably better lines to take if your going to "tank" so to speak.
if people want to do what han did under the impression that we cant do nothing until the end of the year so be it, but it seems pretty shady to do that considering now everyone knows how people feel about the situation.
i guess things like this are going to come up over the first 2 or 3 years till we get everything settled ect...
