Canoe - it's never as simple as "if a player is on the waiver wire, he can be picked up" in baseball leagues with minor league systems. Baseball is a different beast because of the minor league system and because the draft (the IRL one) happens midseason. Clearly you can't be arguing that whoever is drafted in the IRL draft this season can be picked up if they are added to the ESPN player pool? I know it seems intuitive that a player that is on the waiver wire can be picked up, but no keeper baseball league with a minor league system can work that way.
also +1 to this. id rather not rely on who ESPN decides should be in their player pool when we can pretty easily control it ourselves

With the draft over we just need a few things.

Here are the waiver rules I think we should go with for this season.
All sports will be loaded with $300 to start with. You will only have $300 total to work with between all sports so make sure to consult the spread sheet for your true budget. This will allow more secrecy in bidding, especially on highly coveted players.
Once the rookie draft in a sport concludes and the ESPN website is available, adds and drops will begin using the free agent bid process. Only players that are signed to (or have been previously signed to) a MLB (or MiLB),NBA or NFL contract on opening day are available to be picked up. Any players that are drafted or signed after opening day are not eligible to be picked up until the next year. In baseball if a player has not reached the min requirements for rookie of the year yet, he must first go to your minor league squad. He may be kept there or moved up. If you do not have room, you may call up a minor leaguer to create space. Please note once a player is called up, they can not be moved back down.
Money not spent in one year may be carried over to the next year. The max amount to carry over though is $200. Waiver $ can be traded.
After the conclusion of the 2013 baseball season (and waivers have closed), the minor league system will expand to 10 players max per team. The 2014 rookie draft will still be 5 rounds

Are the original owners allowed to delete themselves? I'm sure you've sent him PMs, but maybe send him out one last nag telling him that we are waiting on him.
FYI - I am adding a roster spot to bench. During the year everyone needs to leave this roster spot empty. The spot is basically for if you need to bid on a player you plan on putting on your minor league roster. Was the only way in system to let us bid on those guys without dropping someone or making other issues
