There is but too often people equate safe with expensive/stud or they don't consider the value of improved bats that comes with cheaper pitching. Is Carlos Frias better than Matt Harvey? No, but he's a better bet for the W, has decent K potential against a righty heavy Marlins lineup, is pitching in a better park, and lets you get ridiculous bats.
I'm not saying always try to find a cheap pitcher, but in some cases you should be considering it.
