this. plus i'm pretty sure the player pool for our draft needs to be frozen once it starts. if ohtani held out signing until mid march wouldn't make sense for him to get snatched up in the 5th round.

Yep, here's the rule language:

2) International signings from Japan, Cuba, etc. without any prior MLB experience are considered rookies. A player must be officially signed with an MLB club before the start of the rookie draft in order to be eligible that year.

any unrostered rookie of the year eligible player

edit: i haven't processed cuts yet, so there is an off chance someone has cut a minor leaguer you wanted to draft - super unlikely that would happen in early rounds though and i'll have it sorted out by late tonight.
