A Puka or Kyren type pick doesn't come around often. That being said, you never know if one of these picks will be exactly what you needed to advance or win. They don't even need to necessarily score big they just need to score something. Your advance rate improves the more live players you have throughout the year. When bye weeks hit and injuries happen you don't want to be taking a zero. This is also the range you can add a third QB or TE if need be. Also, you can add to a secondary stack with a cheap rookie receiver or even a vet like Tyler Boyd.
I'd say at the time of the draft every pick matters. Most picks in this range will be duds. If one of these guy's hits your lineup during a week you have a lot of players on bye that is a huge win.
