I generally like the idea of incentives to avoid tanking. If there's going to be a fee for losing, I'd much prefer it be actual $$ instead of coming from a manager's FAAB - if you take away FAAB then you further decrease that manager's chances of being able to pick up decent free agents.
Also if the rationale is to avoid tanking then it makes sense to not institute any such penalties until, say, week 6 (when it's more obvious who the bottom 2-3 teams are).
