Conceptually in your case, this would keep the mid-tier teams trying, but IMO lessens the incentives for the bottom feeders to try. Theoretically the if the bottom feeding teams still has the chance at the 1st overall pick (often there's a sizable gap between 1st and 2nd overall) by tanking it'll incent them to do so, whereas if we straight up award the winner of the consolation the 1st overall pick such that the bottom feeders can only realistically get 2nd overall at best, it would theoretically give them more incentives to try harder
