Why PIO raises vs. small bet and not vs. big bet? Why PIO raises vs. small bet and not vs. big bet?

Hey,
Scenarios: SB 3bets 16% vs. BU's calling range 20%.

1. In the first scenario, there is a strategy where it bets the whole range with a size 33% of pot.
BU raises 33% of its range.

2.1. In the second scenario, there is a strategy where it bets approximately 50 % of range with a size 50% of pot.
BU raises 2% of its range.

Why it raises in the first scenario and not in the second?
My tips are:
In the fisrt scenario we have more value in raising.
We allow the opponent to realize too much equity.

Thanks!

I mean just look at the difference in the composition of SB range when it bets 33% vs 50%.

I am sure that will give you some clue as to why BB can't raise very often.

general trend is you should be raising /continuing much more frequently vs smaller sizings. iirc up to like 18% xr vs 1/3 range bets in a gto v gto solution. pretty uncommon to see this at the tables.
a lot of it has to do with MDF and his price on his steal/ the amt u have to defend.
just like if they OB they can bluff more (and u fold more), inverse is true w small sizings

When villain's betting frequency is lower and his sizing is larger, his betting range is usually more polarized to fat value and bluffs. Ergo, you shouldn't be raising so often, because you'll bloat the pot for villain's nutted hands, and make him fold his air. You don't do well on the next street in a big pot if villain's continuance range is just the nuts.

When he "range-bets" with a small size, he has a lot more "medium strength" hands that literally don't want to get raised and play big pots. Ergo, you should raise more often and put your opponent into difficulties. i.e. You become the polarized aggressor, and give him the problem of deciding what to do.
