One just might need to counterplay their possible counterplay, that being the cost, so psychology and stats play a major role there. The GTO players tend to make bets when they get enough dominated calls and they mix them up with more or less draws and bluffs. The GTO players bet, call and so on to minimize their profits.

If you bet (as a part of a completely unexploitable strategy), and your opponent does not respond optimally, then the value of the game will be in your favour.
