"over folding to river bet" strategy in a passive game "over folding to river bet" strategy in a passive game

I am currency studying some of the classic toy games. and here my thought on one of the game "polarized rang vs. bluff catcher"

just in case you are not familiar with this toy game:

IP has ACES and Queens, and OOP has KINGS, its a one street game. The propose of this game is to finding the equilibrium.

since its not important to my question, i will just give out one of the equilibrium: IP make 1 pot size bet, with all of his ACES, and 50% of his QUEENS. OOP calls 50% of the time.

Here is my question: Instead of betting 50% of his QUEENS, If IP only bets 25% of it. then, for OOP, is folding all of his KINGS the most exploit strategy? of course on condition that IP does not notice it.

If so, then in a passive game, which apply to most of the micro-low stake online cash game. should we just apply this "over folding to river bet" strategy automatically, or at least use it as first choice, instead of over thinking about what the combinations villain could have.

Just to make my point clear, when I say river bet, I mean something like facing triple barrier when you have second pair. or over pot bet double barrier, with second pair or third pair.
