I don't think the overbet is terrible or anything, but I also don't think villain is necessarily capped. Although most of his flop-checking range is Tx and JJ/99 (middling pairs), he can also mix in some slowplays with QQ/TT/55. In addition, what are you trying to rep? The turn is a total blank, and QQ/TT are not in your range. Your own range is relatively weak, so you should probably only bet at a low frequency, and it might be better to use a small size for things like QTs, AT, 55, 22 and your draws. Alternatively, you could put all the monsters in a check-raising range with your bluffs and pretty much have no betting range. Using an overbet probably only makes sense if you're gonna bomb it with all your TP+ and some total air. I guess it's possible to justify all options (small, big or check) with J9s, but you have to think about what you're doing with your entire range, and whether you're using one size, or doing some range-splitting.
