Optimal 3b/4b/5b strategies for NLHE question

OK everyone, so I'm studtying this at the moment and I've stumbled upon this:
"If Alice raises 15% from the UTG, her optimal value range is {QQ+, AK} as shown previously. Bob chooses value hands that are at least 50% against this range, and his pure value range becomes {KK+}. Then he adds Axs hands as 5-bet bluffs until Alice's weakest value hands (QQ and AK) are break even against his total 5-bet range."
Basically her optimal value range is calculated earlier as the part of her range she will 4b and then call a 5b AI with 100bb deep, while remaining balanced throughout the steps.
My question is different - Why is Bob's pure value KK+ (Out of a total 5b range of KK+,A2-A5s), he has the same EV if he has AK and QQ here according to pokerstove, so why omit them?

Not every break even combo continues into the 5! range. Some value such as QQ and AKo must be reseved for the 4! flatting range. Hero must be able to flat 4bets often enough to be balanced.
