GTO is a strategy that would be an equilibrium strategy if the opponent were using GTO too.
We humans find equilibrium by exploiting and then counter-exploiting until we reach GTO. Or, we could instead learn all the exploitative Levels, and be against a person who we know knows the exploitative Levels, and also knows that we know the exploitative Levels and knows that we know he know all the exploitative Levels. (Lol). This would take us to equilibrium too. These are the natural ways of reaching GTO, but there are other ways of working it out, we don't need to follow the human calculation for finding it. We can work out this strategy in all kinds of ways, but in the end, there can be only one GTO.
Fwiw, I don't think learning the equilibrium strategy causes players to go mad on cognitive dissonance. I think it's trusting in GTO plays that causes this. A GTO play is always the wrong play to make unless you are at equilibrium! But even then, you're better off not playing rather than using it.
