I'm just kinda lost as to what a balanced strategy looks like with cards left to come. On the river it seems simple: if we're offering our opponent 2:1 then our value to bluff ratio should also be 2:1. But how does equity affect that ratio with cards left to come? Like if a lot of our bluffs have high equity when called can we select more combinations to bluff with in relation to our value hands than the pot odds we're offering?

Depends on sizing

Also, more equity = more bluffs.

Though if IP then option to x behind can yield ev > ev of bet

The more I ponder these sorts of things the more I shy away from trying to find mathematical balance in favor of just trying to play a good strategy with my specific hand based on how my opponent will react.

The goal is always to maximize your ev. Do so at your discretion with the information available to you at the time.
