I read an example of a mini game. HU $100 stacks with $100 already in the pot. If hero bets $100 with 2/3 value and 1/3 bluffs that villain is in different to calling or folding. Is he though? If villain always folds doesn't he give up EV? If he calls he will win 1/3 of the time instead of losing all the time when hero bets. I understand he won't win or lose EV but n the example if it goes check/check wouldn't hero now have more bluffs in his range?

It's not about how often you win, it's about how much you win.

Calculate your expected value when villain calls half the time, and compare that to if they always fold. You'll find that it's the same EV.

yes you are missing something obvious, would you rather have

situation A: $100 half (50%) of the time and 0$ half of the time
situation B: have $50 for 100% of the time.

both are equal in EV (both situations are worth $50). Same thing applies to your original post
