GTO Calling Range Calculation Vs River Raises (do we include bluffs?)

Hello 2+2,
I'm new to learning a GTO approach, so excuse the basic question, and I appreciate any insights.
The general question is, when calculating our calling (bluff defense range) and determining the percent of our range that we can be folding, are we including our own bluffs in the folding range calculation or just value hands?
For example, we bet pot on the river and villain puts in a pot-sized raise.
We should be calling with 50% or our range to prevent ourselves from possibly being exploited by over-folding correct? However, if we are bluffing at an optimal frequency then about 33% or our range are bluffs.
So, are we folding all our bluffs and 17% of our value bets, or are we automatically assuming we are folding our bluffs and calling with 50% or our river value betting range?
Note: the percentages I'm providing very well could be incorrect as well, so please let me know if that is the case and what I might be doing wrong in frequency calculation.

You need to defend with 50% of your betting range to keep villain from exploiting you. This means folding all your bluffs and 17% of your value range.

Let's say the pot before any betting on the river is 1 unit. Villain is risking 3 units to win 2 units so for his bluffs to be indifferent to folding or raising you must fold 1- 1/(1+(3/2)) = 60% of hands.
