There are likely many hands that villain will fold that will have that much equity. They probably aren't all calls due to playability issues (i.e. it would be hard to capture all that showdown equity) but it's not too difficult for a hand to have 20% equity on a flop. So it's likely people are folding at least some hands that should be calling based on equity alone.
I admit it's a gross simplification of a complex issue but it's still some positive ev for the bettor (i.e. wining 100% of a pot is better than winning 80% of a pot).
The reason I mentioned the second bolded part is that it's likely the reason even good players aren't defending properly with raises.
