Do you think in today’s online games ( low- mid stakes) you would be able to become a winning player by following Janda’s strategies in that book - applications of not limit Hold’em. Or is the theory and his idea of how to balance balance quite outdated ? For example trying to follow the bluff to value ratio while also trying to keep to MDF ( unless your range is complete air like on paired boards )

You can do it. The strategies are a primitive form of game theory, but they do work. Honestly it's just more practical to use solvers though.

You might want to test out your strategies on a site like https://www.rangevsrange.com. This is a turn-based poker platform where you play with your entire range instead of specific hole cards. You get up to a week between moves so plenty of time to crunch the numbers. The developer actually uses a version of Janda's techniques to get success.
