[GTO] Why IP check back on flop Ad4d2c with As8s?

Button opens 2.5x with As8s and BB calls. Both IP and OOP have 100bb.
Flop (pot size 5.5bb): Ad4d2c
What's the good GTO reason for IP to check back 50% on the flop with this particular hand, but to bet small (1.38bb, rather than big like 4.4bb) 46%?

you don't have 3 streets of value so there's no need to grow the pot right now
