In my experience with solver, When IP can close the action by checking back and Showdown, small bets 40% or lower are very rare. but in-game it comes up very often with different purposes to use a small sizing, "thin value", induce, just targeting the air, etc.

is it possible to exploit that?

The reason you don't see this often is because the threat of a check-raise prevents you from value betting too thin. If you can't bet at least half-pot for value, then it's likely too risky to reopen the action.

With that said, if you know that villain

a) calls worse
b) won't bluff-raise enough

then you can justify an exploitative "ginge bet" IP on the river with thin value.

why is the cutoff around half pot tho? is it an nlhe coincidence or is there a principle that applies in every game? if not is it different in plhe?
