Strange question:

Let's say you were forced to open (2.5bb) 43% of your range on the button. Does a GTO range necessarily minimize how wide the blinds can play?

Let me put that another way. Is there a 43% RFI range that forces the blinds to defend fewer hands? (Even if it's lower EV)

How can GTO do something that's lower EV than something else?
That's literally the point of GTO, to have the highest EV

EDIT: Oh, now i get what you mean.
I could see a potential 43% range that gets less calls if we build it more around postflop hands. Maybe taking out some A3o type holdings and switching them for things like suited gappers.
This range would lose EV due to getting 3bet more often by virtue of its bad blockers, and there's a chance it would get even less folds because of it. But I could see BB folding more hands from their perspective.

Interesting idea. I wonder if it's possible to get the blinds to fold more overall by changing the the ranges. I could see a tradeoff between their 3bet/calls depending on the hand classes used in the range though

Seems pretty clear to me you'd adjust your range to go solely based on how high ranking each card you hold is. So like, you'd completely ignore whether a hand was suited and fold all PPs worse than, say, 77 as well. Seems kinda bad though.
