Yes, when it checks down to the river OOP will mostly just bet whatever the hand is worth and because OOP doesn't close the action it will use even 10% bets if the hand is worth 10%. Try running some sims with a lot of river bet sizes and look at how solver plays when the hand is checked down. You will see each equity bracket has a distinct bet sizing preference and there is very little mixing going on. This is because there are no future streets left to play.

It's technically a thing, but imho the gain from it is very marginal and you can open up to severe exploits by splitting your range into 8 sizings.

You should abuse it versus passive players

some do, but most don't. at least not in all of the spots that gto suggests, but mainly on some fringe spots or exploitatively.
if you're playing stefan, splitting (keep in mind every time you split you increase your exploitability as a human) into a range that provides 0.00001 EV is just a reverse freeroll
