Network fees fluctuate. They likely have gone up recently. This would put the squeeze on some operators, not all of them, and I cannot comment about RPM because I have no inside knowledge of their financial status.

Lock was in fact the biggest culprit of this theft, except they stole from ALL Merge skins. By a massive margin Lock stole large percentage of high volume players by breaking the network rules left and right, then split to form a new network. Now, with a low margin business, they have the industry's worst customer service, don't pay promos, and are pretty terribad with cashouts. Excellent business strategy!
