Check out some of the posts in the sticky about the new VIP breakdown. But basically, you have to be Q gear or higher to earn the equivalent of RB (not counting promotions/EV from tournaments) from the new VIP points exchange system. It's possible to still get more than 35% (41.5% if counting points exchange for RB players) at a lower gear than Q by getting promos/playing on double point days, although depending on your volume, keeping RB may still be more beneficial.

The new system tops out at 45% RB. This is from points exchange only. This does not take into account EV from tournaments/free rolls or promotions/double point days. I haven't done the exact numbers, but I'm certain at top gear you can easily get 50%+, if not 60%, by bonus/promo whoring.
