Restricted by recent tranfers policy

according to this policy we are not able to cashout money received in transfers for 4 days...
The most ridiculous part of this is that if I receive $100, lose them, and then deposit another $100, the money deposited is still restricted by recent transfers which is BS imo.
Another ridiculous spot is that if you deposit money you can cashout right away, but if you receive a transfer you cant... for 4 days.
why 4 days? I think thats too much...
