Poker players are allowed to play games on their phone and listen to music and what not. Are chess players allowed to do the same?

Depends on the tournament director and rules in place but at my local club some people listen to music sometimes. You certainly can't be on your phone - I mean, some people take a call and get shushed or have to walk out of the room but in a more major tournament there might be an immediate penalty. It certainly isn't something you're supposed to be doing.

Phones should certainly be turned off and in many tournaments you cannot have them on your person (or in the playing hall for some major FIDE tournaments afaik).

If you go into a serious chess tournament, you should expect to be able to do nothing with anything electronic. Phones are absolute no no - in most tournaments in NA, your phone ringing is instant forfeit (doesn't matter if you answer it or not).

Expect to be able to do a little bit of talking to people and that's it.
