I disagree. There are places where people hustle chess for a couple bucks simply because there is always someone who wants to gamble. Add to that the fact you can give odds but giving material or time, or betting odds and you can surely make chess a betting game. The real problem is the engine issue. Unless you play in person it is too dangerous. In life, there are fish for every game.
