I'm a USCF tournament if 2 players with the same score meet with the following color histories...

Player A - White, Black, White
Player B - White, bye, bye

.... who gets which color? Player A is the higher rated player.

The 50% thing is def. irrelvant in USCF... i know it goes by

1)Color Equality
2)Due Color
3)Most Recent White (or Black)
4)Score
5)Rating

... where the higher score or rating gets due color.
So my confusion is how to handle the "recent" rule when I have had byes. I 'think' this comes down to rating but maybe because I have NEVER had black I would get it. Highly unsure.

OK i figured it out, Roundtower you were right too...

so WBW gets Black over Wxx because the color imbalance is the same for both players so you look at each round individually starting with the most recent and assign due color to the guy that most recently had the opposite color. In round 3 WBW had W and Wxx had NO color so WBW gets B because W is due B and x is due nothing. Only if the color sequences are EXACTLY the same do you look at ranking. Higher ranked gets due color.

However in negative scoregroups, LOWER ranked gets due color. But again this is only if the color history sequence is identical.
