Tactical chess is definitely very much a language. If you comprehend the language poorly and you continue to hang 4 points of material each game, there is absolutely nothing you can do to improve other than to eliminate these gaps in your game.
Start playing 20/20's, 30/30's, and 45/45's online and OTB and in addition to this, just spam a good 50+ ChessTempo problems a day. Basically, getting your tactical proficiency up to a 1400 level and eliminating hanging pieces/obvious blunders will bring you up to about a 1400 rating right there. If you played enough over the next month or two, and worked on you tactics, you could easily jump up a few hundred points in the next few months unless you simply have severe intellectual limitations.
