"Give a numerical %" = "make **** completely up". Anyway, this can be calculated with software and in NLHE, it's generally in the ballpark of 10%.

He doesn't do any EV calculations whatsoever and decides (i.e., pulls it out of his ass) that the 4 is precisely what shifts AAxx from a near-threshold immediate jam to a near-threshold stop-and-go. You really need calcs to make a claim of that level of precision. And it's way more likely that all AA is a way-beyond-the-threshold immediate jam -- that if we represent the threshold as 5.0/10, they reside around the 9/10 area, and that subtle card removal effects might make one an 8.8 and another a 9.2 or whatever.
In fact, PLO posting in 2015 is all about keying in on subtle factors (usually blockers, lol) that influence EV by about 1-3% of the pot while claiming that they are precisely what makes you want to do X or Y (what a coincidence!), while simultaneously ignoring factors that influence EV by much greater amounts and not verifying anything quantitatively (I run numbers from time to time and these posters turn out to be wrong a lot, not surprisingly). There was this one thread where someone posted at 5PLO about calling with a bluffcatcher because he had a blocker, ignoring the much more relevant fact that it was a spot where basically all players who aren't either overtly maniacal or solid midstakes regs would be bluffing very infrequently to begin with. 2-3% equity added to <10% would still be, like, not enough! There's just so much blocker nonsense in general out there.
More complete garbage starting around here. Blockers blockers blockers blockers blockers. In 2015, everyone and their dog is capable of stitching together specious reasoning with the word "blockers" in it.
