Suppose that, no matter what you play this move, you are guaranteed to win a single game (so your equity is always +1). My understanding is that XG does not count this as a "decision" -- so playing this move should not alter your PR. I have discovered, however, that Heroes does take such moves into account; so your PR will steadily fall even once you are guaranteed to win (or lose) a game. What's going on here?

You are correct. The Gnu PR came earlier, then XG replicated it but excluded obvious moves (for some definition of "obvious"). However, XG makes the non-obvious moves count for more so, if you have an average number of obvious decisions, the PRs should be the same.
