I'm blue and I roll a 6 and 3.
My dad thinks i must move the left piece 6 and then take a piece off the board (he is happy with this as he has a chance to take me).
Instead I moved the left piece 3, and then took it off the board with 6, leaving my pieces safe. I don't see why this is not a legal move since I can move both pieces, but he disagrees? Who is right?

You are. The rule is that you must move both parts of your roll if you can; otherwise you must move the higher number. You played a legal 3, and in the resulting position you played a legal 6.

It doesn't matter that you didn't use all the pips to which you were entitled. All that matters was that each part of your roll was played legally.
