I am a complete rookie and learned backgammon 3 weeks ago. I went through a couple of intro books and now study on XG.

My question is what rating on XG I should achieve before going to local tournaments/meetups? I know that it is a vague question but I want to be at least somewhat competitive.

Depends on what division you plan on entering. Here are some approximate ranges for the opponents you'll meet in each case:

Open Division: 3 to 7-8.
Intermediate: 6 to 12-13.
Beginners: 10 to whatever.

But the real answer to your question is "Don't wait." Just go, play, and see what happens. You'll meet all sorts of people who just like to play backgammon. Nothing wrong with that.
