Can anyone please explain why this move is an error -0.038 and why 9-7 is much better?

After your play, Black has 7 great shots from the bar: 66, 61, 62, and 63. After playing 9/7, Black has only 5 good shots: 66, 61, and 62. We call this effect 'duplication'. By playing 9/7, you're duplicating his 61 throw since it now plays well in two places.
