Dumb question

White to play to avoid gammon

Why is 12/9 6/4 better than 12/7? Isn't one bad for 44&55 and the other bad for 12&21?

12/9 6/4 -> 21 = 2 rolls
12/7 -> 44 55 54 = 4 rolls
