Complex position that i'm not really wrapping my head around-- bar/21*(2) and 13/9 seem clear enough, but that fourth 4... I just don't understand why GNU wants me to split my bar point anchor.

I picked 7/3 at the time, which leaves fewer shots and starts the 3 point, and leaves me in great position to attack if white doesn't anchor by rolling a 4. What am I missing?

Once you make the 21-point, the anchor on the 18-point has almost no value. White has no board, so you don't need the extra defense represented by a two-anchor formation. GNU likes the placement of all your other pieces after Bar/21*(2) 13/9, so it moves the 18-point by default. GNU is right.

So given that the 18 point doesn't matter any more (and leaving all those shots is not a problem), would it be correct to say that the problem with 7/3 is that it reduces the number of attackers for the 4 point?

Yes. It's also true that given Black's structure, the 4-point and the bar-point are more valuable than the 3-point. And it's also true that 18/14 promotes contact at a time when Black's game is strong and getting better, while White's game is very weak.
