Am I penalized for playing a lower rated player as opposed to a higher rated player?

In an exact same game, if I lose to someone with a lower rating, do I lose more points than if I lose to a higher rated player?

I believe on Grid Gammon this is the case and why people will not play people lower than them.

Yes, you will lose more points playing a lower rated player (if you lose the game and the PR battle). High-rated players don't mind so much because the PR part of the equation will usually prevent them from losing any points at all.
