Black is not significantly ahead in pips, and has no homeboard that will keep white on the bar with some probability, so make that defensive point.

Another consideration is that after hitting, white has little attacking power with 4 checkers behind. And if the 23-point would be moved to the 20-point, would it be a close decision?

No. Then making the 18-point would be better because the cost of getting hit back is huge.
