Here's how I would look at it.
If you play 24/17, White has 15 hitting rolls and 21 misses. In other words, 60% of the time next turn you'll be on roll having escaped his block.
If you play anything else (24/23 13/7 looks like the next-best play) you'll be behind his block 100% of the time.
Looks like any play other than 24/17 would be a pretty big blunder.
