My first instinct would be 23-18 7-5

Hitting on the 1 looks ugly

Not hitting feels like it gives villain too many good rolls

I'm going to hit 2 here. It maximizes chances to make the 5, and getting the guy on the 1 hit won't matter much if you can make the 5 in the process.
