We can hit (I would not as there is no board)
We can make 21pt anchor and make our 5pt (very good 2 things)
We can make 18pt anchor as the race is even.
We can do a couple of more things that are not bad either.

What would a good player do and why?

I would play 24/21(2), 8/5(2), but I wouldn't rate myself a good player. This moves seems to work on both offensive and defensive angles.

I'd be torn between that and 24/18(2), which also strikes me as decent.

This was my first instinct, as well. By the way, I would not rate myself a good player, either. The more I looked at making the opponent's bar point, the more I liked it. I will have great control of both outer boards, I will be able to fill my own inner board at leisure, and I feel my play is more aggressive. I think if we were much further behind, the more defensive play of making my 5 point and advancing my anchor would be my preference.

I'm guessing the two plays would be close if you asked XG or GNU.

Something to consider about making the advanced anchor and the 5-point is the inelegant 6s for white on the following roll. Only 6-3 is a favorable combo. The remainder create contact or rigid positions. Furthermore, plenty non-6s are forced. Your board, however, is gaining structure with flexibility to boot for the following roll.
