In a way you are correct.
Passing judgement is a way of forcing morals on to someone.
I would revise my statement to read, "God doesn't force his morals on humans currently". That is to say right now God allows people to live however they want. However, there will be a judgement when people die which may or may not seem just to you or me.
We would need a specific example from the OT to know why God did something. Also I can't claim to be able to perfectly know or answer why God passed judgement. We can discuss specific examples if you want.
